Imports into Iraq fall under the Iraqi Law of Customs No. 23 of 1984. The commercial invoice and the certificate of origin are legalised and carry actual signatures: Iraqi customs does not recognise digital signatures. The bill of lading, or a similar document, establishes the link between the cargo and the contract. The source is the US Commerce Department's guide for Iraq, last published on 2 November 2021: a secondary and dated source, whose legalisation chain is the US one. The customs consultant confirms today's route from Türkiye and the current list of documents.
Marks go directly on boxes and crates, in ink or paint, not on removable tags or labels, and the country of origin is clearly marked. Canned and preserved food carries its dates of manufacture and expiry embossed or printed on the packaging. The source is the US Commerce Department's guide for Iraq (last published 2 November 2021): a secondary and dated source; the customs consultant confirms today's rule.
In Iraq the Ministry of Agriculture inspects all agricultural products and livestock, and the Ministry of Health inspects manufactured food products and issues health certificates for them. Neither ministry's own rules could be read by our code: the Ministry of Health shows an image captcha and the Ministry of Agriculture gives no connection (asked again on 31 October 2026). The customs consultant confirms seasonal import bans (citrus, for example) and the documents. The source is the US Commerce Department's guide for Iraq (last published 2 November 2021): a secondary and dated source.
In Iraq, the Central Organization for Standardization and Quality Control (COSQC) enforces standards for imported products. Its list of services shows that it issues and approves technical requirements for imported products where no Iraqi standard exists, grants an Iraqi quality mark to imported products, grants exemptions from Iraqi standards and sells them; its announcements list the licences it gives inspection companies for goods supplied to Iraq. Which standard a product falls under, which certificate it needs from which licensed company, and at what fee, are behind COSQC's sign-in, which our code does not pass (asked again on 31 October 2026). For your product, a customs consultant or a COSQC-licensed inspection company says so before shipping.
An empty list means none have been recorded yet, not that there are none.
Country by country, as the Ministry of Trade lists them. Under a free trade agreement in force, a lower duty than the general rate may apply with proof of Turkish origin.
