Conformity assessment and CE marking for personal protective equipment (PPE)
گواهی: CE marking
Personal protective equipment (PPE), worn or held to protect a person against health or safety risks, must meet the essential health and safety requirements of Regulation (EU) 2016/425 (Annex II); harmonised standards give a presumption of conformity. The assessment route depends on the risk category: Category I (minimal risks) uses internal production control (Module A); Category II uses EU type-examination (Module B) followed by Module C; Category III (very serious risks such as death or irreversible harm to health) uses Module B plus either supervised product checks at random intervals (Module C2) or production quality assurance (Module D). The CE marking goes clearly and permanently on the product (or its packaging and accompanying documents), with the notified body's number where one took part. An economic operator established in the EU must act as the contact point for market surveillance authorities. Only for personal protective equipment, including clothing, within the scope of Regulation (EU) 2016/425.
EU customs clearance of any product from Türkiye relies on a standard set of documents. The exporter prepares the commercial invoice, always required (no set form; original and at least one copy; English translation recommended), and a packing list of the packages, their contents, marks and weights. The transport document depends on the mode: bill of lading, FIATA bill of lading, CMR, air waybill or CIM rail waybill; ATA carnets cover temporary admission and TIR carnets road transit. An insurance invoice is needed only if the commercial invoice does not show the insurance premium. The goods are declared to EU customs with the electronic H1 import declaration, which now carries the customs value data (usually the transaction value) instead of the old DV1 form. A certificate of non-preferential origin is required only where the rules opening certain agricultural quotas say so; for measures such as anti-dumping duties, customs may ask for other proof of origin.
A.TR movement certificate for industrial products under the EU–Türkiye customs union
Industrial products of HS chapters 25 to 97 fall under the EU–Türkiye customs union and can move freely between the two sides when an A.TR movement certificate shows their customs status. The EU importer therefore needs the A.TR for such goods to benefit from free circulation under the customs union. Agricultural products of chapters 01 to 24 and the steel products of chapters 72 and 73 are outside the customs union; for them a proof of preferential origin is needed instead: either the exporter's invoice declaration or a EUR.1 or EUR-MED movement certificate.
CITES permits for endangered species of wild fauna and flora
Imports of endangered animal and plant species listed in the Annexes to Regulation (EC) No 338/97 (based on CITES), including parts and derivatives, are controlled both in the country of origin and in the EU. For Annex A and B species, the exporter gets an export permit from the exporting country's CITES management authority and sends a copy to the EU importer, who applies for an import permit in the destination member state; both documents accompany the goods and are shown to customs at the first point of entry. Trade in Annex A specimens for commercial purposes is prohibited unless a case-by-case exemption certificate is granted. Annex C species need an import notification plus an export permit or certificate of origin, Annex D species only an import notification. Some specimens, such as crocodilian skins and caviar, must be uniquely marked, and imports of certain species are suspended (Implementing Regulation (EU) 2025/6). Under this code it applies only to CN codes 6203 19 90, 6203 29 30, 6203 29 90, 6203 39 90, 6203 49 90.
Seal products: ban on placing on the market and import conditions
Regulation (EC) No 1007/2009 bans placing products derived from seals or other pinnipeds on the EU market except those from traditional hunts of Inuit or other indigenous communities and goods of an occasional nature, meaning only personal items of travellers and their families. Indigenous-hunt products qualify only if the hunt is traditional for the community, serves its subsistence rather than mainly commercial ends and respects animal welfare, and these conditions must be met at import. Customs accept the declaration for release for free circulation only with an attesting document from a body recognised by the Commission: Greenland's APNN or the government of the Northwest Territories or of Nunavut in Canada. Separately, under Directive 83/129/EEC, commercial imports of furskins of whitecoat harp seal pups and hooded seal pups (blue-backs), and of articles made from them, are banned unless they come from traditional Inuit hunting. Only for seal products.
Textile products may be placed on the EU market only with a label or marking that gives their fibre composition (Regulation (EU) No 1007/2011); the manufacturer, importer or distributor is responsible for providing it. Only fibre names from Annex I may be used: products with several fibres list each one with its percentage by weight, from largest to smallest, and "100 %", "pure" or "all" is reserved for single-fibre products. Components with different fibre contents are shown separately, and non-textile parts of animal origin must be declared. The label must be durable, legible, visible, accessible and firmly attached, in the official language(s) of the member state in which it is sold to consumers. For products not sold to end consumers, commercial documents may replace or supplement it. Market surveillance authorities may check the composition at any stage, including customs clearance.

Chemical substance restrictions for textile and leather articles
Textile and leather articles sold in the EU must respect the restrictions of Annex XVII to REACH (Regulation (EC) No 1907/2006). Restricted substances include azo dyes able to release listed aromatic amines in items in prolonged skin or mouth contact, chromium VI compounds in leather touching the skin, nickel in metal parts of garments such as rivets and zips, DEHP, DBP and BBP at 0.1 % or more of plasticised material, nonylphenol ethoxylates at 0.01 % or more in washable textiles, and PFHxA and related substances in clothing for the general public; formaldehyde release above 0.080 mg/m3 is restricted from 6 August 2026. The persistent organic pollutants in Annex I to Regulation (EU) 2019/1021 are not allowed. Articles treated with a biocidal product may be sold only if its active substances are approved for that use, and where a biocidal claim is made the label names the property and the active substances.
Ban on cat and dog fur and on products containing it
Regulation (EC) No 1523/2007 prohibits importing cat and dog fur, and products that contain it, into the EU, placing them on the EU market and exporting them from the EU. The ban applies both to the fur itself and to any product in which it is used. The only exception is for such fur and products intended for educational purposes or for taxidermy. Only for products with cat or dog fur covered by Regulation (EC) No 1523/2007.

The EU Ecolabel (Flower logo) is voluntary: textile products may be sold in the EU without it. Decision 2014/350/EU covers clothing, accessories and interior textiles of at least 80 % textile fibres by weight; intermediate fibres, yarns, fabrics and knitted panels, such as upholstery fabric and mattress ticking; non-fibre parts such as zips, buttons and membranes; and textile cleaning cloths. Criteria cover fibres, chemicals and processes, components and accessories, corporate social responsibility, fitness for use and supporting information. For non-EU goods, the manufacturer, importer or trader applies under Regulation (EC) No 66/2010 to the Competent Body of a member state where they are or will be sold, with documents and test results proving compliance. Award brings a contract on terms of use, an application fee and an annual fee; the logo is then usable in all member states until the criteria expire on 31 December 2028.
