Core documents for EU customs clearance
EU customs clearance of any product from Türkiye relies on a standard set of documents. The exporter prepares the commercial invoice, always required (no set form; original and at least one copy; English translation recommended), and a packing list of the packages, their contents, marks and weights. The transport document depends on the mode: bill of lading, FIATA bill of lading, CMR, air waybill or CIM rail waybill; ATA carnets cover temporary admission and TIR carnets road transit. An insurance invoice is needed only if the commercial invoice does not show the insurance premium. The goods are declared to EU customs with the electronic H1 import declaration, which now carries the customs value data (usually the transaction value) instead of the old DV1 form. A certificate of non-preferential origin is required only where the rules opening certain agricultural quotas say so; for measures such as anti-dumping duties, customs may ask for other proof of origin.
Products outside the EU–Türkiye customs union, namely agricultural products of HS chapters 01 to 24 and steel products of chapters 72 and 73, receive the preferential (reduced or zero) duty only with a proof of preferential origin; for these products Türkiye belongs to the pan-Euro-Mediterranean group. The proof is either an origin declaration drawn up by the exporter on the invoice or another commercial document (invoice declaration), or a EUR.1 or EUR-MED movement certificate that a competent public authority issues and the exporter provides. It is required when the import declaration is lodged, so the EU importer must hold it and be ready to present it to customs in the member state of import.
Declaration of performance and conformity and CE marking for construction products
Certification: CE marking
Since 8 January 2026, construction products placed on the EU market fall under Regulation (EU) 2024/3110, which replaces Regulation (EU) No 305/2011. When a product is covered by a harmonised technical specification or a European Assessment Document, the manufacturer issues a Declaration of Performance and Conformity (DoPC) on the Annex V model, stating its performance for its essential characteristics, including the Annex II environmental ones phased in from 2026 to 2032. The manufacturer then affixes the CE marking, followed by the last two digits of the year of first affixing and its name and registered address, and keeps the technical documentation for ten years. Importers and distributors check that the manufacturer has met these duties and add their own name and contact details to the product or its documents. National market surveillance authorities can ban, restrict or withdraw non-compliant products. Only for products intended for use in construction under Regulation (EU) No 305/2011.

A.TR movement certificate for industrial products under the EU–Türkiye customs union
Industrial products of HS chapters 25 to 97 fall under the EU–Türkiye customs union and can move freely between the two sides when an A.TR movement certificate shows their customs status. The EU importer therefore needs the A.TR for such goods to benefit from free circulation under the customs union. Agricultural products of chapters 01 to 24 and the steel products of chapters 72 and 73 are outside the customs union; for them a proof of preferential origin is needed instead: either the exporter's invoice declaration or a EUR.1 or EUR-MED movement certificate.
Imports from non-EU countries of cement, iron and steel, aluminium, fertilisers, calcined kaolin clays, hydrogen and electricity fall under the Carbon Border Adjustment Mechanism (Regulation (EU) 2023/956), whose definitive period began on 1 January 2026; countries applying or fully linked to the EU ETS (Norway, Iceland, Liechtenstein, Switzerland) are exempt. Only an authorised CBAM declarant, a status granted in its member state of establishment, may import these goods. By 30 September each year the declarant reports the previous year's quantities and embedded emissions in the CBAM Registry and surrenders matching certificates (one per tonne of CO₂e), first in 2027 for 2026 imports. Emissions rest on verified actual data or on markedly higher default values; non-EU producers can share installation and emissions data with declarants in the Registry. Importers of up to 50 tonnes net a year are exempt, except for electricity and hydrogen.
Hazard classification, labelling and packaging of chemicals (CLP)
Chemical substances and mixtures are classified, labelled and packaged under Regulation (EC) No 1272/2008 (CLP) before being placed on the EU market, online and distance sales included. An EU-established supplier named on the label is responsible. The label of a classified product gives its name or identification number, the supplier's name, address and telephone number, the nominal quantity and, where relevant, a signal word, hazard pictograms and hazard and precautionary statements, in the official language(s) of the member state of sale. Since 1 July 2026 these elements must be on a physical label, which a digital label may supplement. Packaging of hazardous products must be leak-proof, resistant to its contents and sturdy, with secure closures; some products also need child-resistant fastenings and tactile warnings. Member states' market surveillance authorities enforce these rules.
REACH registration, authorisation and restriction of chemicals
REACH (Regulation (EC) No 1907/2006) covers in principle all chemicals placed on the EU market, on their own, in mixtures or in articles like furniture, clothing or electrical appliances. A company that manufactures or imports a substance at one tonne or more a year must register it with the European Chemicals Agency (ECHA) with a technical dossier, plus a chemical safety report from 10 tonnes a year; unregistered substances may not be placed on the market. Substances of very high concern in Annex XIV are subject to authorisation, the Annex XVII restrictions bind everyone in the supply chain, and the persistent organic pollutants listed in Regulation (EU) 2019/1021 may not be imported. A supplier of an article containing a Candidate List substance above 0.1 % by weight must give recipients enough information for safe use, at least the substance name, and provide it to consumers free of charge within 45 days of a request.
Authorisation and labelling of plant protection and biocidal products
Plant protection products and biocidal products must be authorised before sale in the EU, and their active substances must be approved. Plant protection products are authorised under Regulation (EC) No 1107/2009 by the member state where they will be marketed, based on a dossier; their labels follow Regulation (EU) No 547/2011 (Regulation (EU) 2026/1123 for applications from 1 January 2028) and must include a digital label by 1 January 2030. Biocidal products are authorised under Regulation (EU) No 528/2012 nationally with mutual recognition, at Union level or by a simplified procedure. A biocide label shows each active substance and its concentration, the authorisation number and holder, directions for use, side effects, first aid and safe disposal, and may not carry claims such as non-toxic or natural. CLP rules also apply, and member states may ask for consignment arrivals to be notified in TRACES.
