In short

The buyer decides on Turkish bids

Türkiye has no procurement agreement with this market: a Turkish firm has no right of access, but the buyer may accept its bid.

Rests on: Directive 2014/24/EU, Art. 25; Court of Justice, C-652/22 Kolin (22 October 2024)

Guidance from the official rules, not legal advice: the tender documents decide.

You have time: download the notice and its documents, and send your questions to the buyer well before the deadline.

If taking part directly is unclear, go in with a partner or distributor in that country.

The full list of what to submit is in the tender documents at the source.
