The buyer decides on Turkish bids
- Türkiye has no procurement agreement with this market: a Turkish firm has no right of access, but the buyer may accept its bid.
Rests on: Directive 2014/24/EU, Art. 25; Court of Justice, C-652/22 Kolin (22 October 2024)
Guidance from the official rules, not legal advice: the tender documents decide.
